In central Primaera on the fertile plains, the powerful and prosperous city of Chang'an was born, built atop the mysterious Mecharium by Master Mozi. The city and the Mecha Hub had once been damaged, causing civilization to plunge into darkness, but they had been rebuilt over the course of several generations of rulers. Under the current Wu Clan, Chang'an has once again become a thriving city and the capital of the nation. Enriched by its machinery, the people live and work peacefully under a liberal and tolerant regime. Business is booming, and the arts are flourishing. Traveling businessmen, academics, heroes, and tribes from many different nations live together in harmony, creating the exciting and diverse place that is Chang'an.

Daming Palace[]

The Empress holds court in this great phoenix-shaped structure, its wings unfurling as if to embrace all the people of Chang'an and lift them to prosperity. The palace is forbidden to all but those who have official business there, which includes only the top officials of the three government offices and Shangguan, who has the empress' special permission.

Dali High Court[]

The Dali High Court investigates and judges important cases and revises the law. The court maintains a cautious attitude towards the use of machinery, and only human hands are trusted with matters of any importance. In the gathering of information, however, the power of machinery cannot be ignored, so the court and the Ministry of Machinery are forced to cooperate while putting a check on each other's power. Under the leadership of Di Renjie, the Dali High Court has cultivated a meticulous and strict culture in stark contrast to the easygoing Honglu Ministry. The less-than-disciplined Ying, however, is widely considered an exception to this rule, as is Fang, who often cleans up the messes she leaves.

Ministry of Machinery[]

The Ministry of Machinery regulates and maintains the science of machinery. It arrests and punishes anyone who damages, modifies, or privately researches mechas. It also takes a yearly inventory of the mecha cores it has distributed. The ministry is made up of individualistic machinists from many different schools, and it performs research for the imperial family. It restricts the power of—and is in turn held in check by—the Dali High Court. The members of the Ministry of Machinery have nothing but contempt for the disorderly and crooked Honglu Ministry, and many flat-out refuse to deal with them.

Honglu Ministry[]

The Honglu Ministry has its roots among the common people. Located in the tenement district, it handles all disputes that arise therein, serving as a protection agency for the lowest of commoners. The officials of the Honglu Ministry might seem like a ragtag bunch, but they are actually quite capable. They consist mainly of officials expelled from other ministries for lack of discipline. They do not concern themselves with details and are frequently late to patrol after a long lunch hour. It is rumored that they modified one of their mechas, turning it into an investigator who now solves most of their cases.

Changle District[]

In the center of Changle District is the most exquisite mechanical stage, where sometimes water sprays from a hibiscus and sometimes the Milky Way descends in all its splendor. Dancer Gongsun Li and musician Yang Yuhuan also often perform here. The graceful dance to lute music performed during the Lantern Festival one year really got the people of Chang'an talking.

West Town[]

As the largest distribution center in Chang'an, this market has outstanding commercial infrastructure. An elevated transport track stretches from the center of the West Town in all directions across the city, transporting the goods and materials needed by rail and road. There are open ditches on either side of the main road, which connect to the brick ditches in the alleyways between shops, forming a drainage system. A pond has also been dug to satisfy the demand for water in the West Town.
